Job Description:

Apprio is seeking an experienced M & E Analyst to serve on the Program and Strategic Planning team of the Center of Mission Engagement and Operations. The candidate will support key program performance monitoring, evaluation and management initiatives and efforts to enhance strategic planning, evaluation and learning across the Lab.

Responsibilities:

  • Coordinate the efforts of teams to collect, analyze and report key data relating to the Lab’s program performance which feed into priority inter-and intra-Agency initiatives, including Performance Plan and Report (PPR) and the Administrator’s Leadership Council (ALC), as well other key annual foreign assistance programming and budgeting reporting requirements
  • Support the M&E team in the development and implementation of a strategic M&E plan for the Lab as well as high-quality data M&E systems, processes guidance and tools across the Lab to ensure teams are building evidence and learning into ways of working and are able to report high quality data
  • Provide advice based on guidance developed with the PSP Manager and M&E Specialist to Lab centers and cross functional teams as they develop their M&E systems, processes and tools, including results frameworks, performance indicators and M&E plans
  • Work to institutionalize the use of M&E findings in operational decisions by program managers and in strategic programming, policy and budgeting decisions by Lab senior managers
  • Support the design, development and management of an automated system for tracking performance data, and serve as one of PSP’s representative to Lab-wide initiatives to develop broader knowledge management strategies and systems.
  • Stay on top of the latest M&E theories, principles and techniques. Maintain a repository of these approaches and distribute them to colleagues to facilitate learning
  • Coordinate and lead meetings and training of M&E points of contact across the Lab to facilitate fulfillment of M&E requirements and to promote continuous learning and capacity building in performance monitoring and evaluation.

  

Educational Requirement: Associates Degree
Certification Preferred:
Required Experience: 4 to 6 years of experience of progressively responsible experience in monitoring and evaluation capacity, preferably working in developing countries with demonstrated expertise in monitoring and evaluation

 

Requirement Knowledge:

  • Strong project management skills, including the ability to effectively coordinate multiple projects simultaneously, work well under tight time constraints, and meet deadlines with attention to detail and quality
  • Strong analytical skills, including the ability to use date analysis programs such as Stata, SPSS and GIS programs
  • Excellent written and oral communication skills with experience producing both technical reports and communication pieces
  • Strong interpersonal skills, including the ability to work effectively with interagency and multicultural teams
  • Ability to work in a fast paced, high volume, multi-client environment
  • Experience in implementing M&E strategies, systems and process for development programs, including the use of theories of change, results (logical) frameworks, performance indicators and a range of evaluation methodologies.
  • Proven ability to prepare training materials and to support capacity building activities in both domestic and international settings
  • Familiarity with USAID M&E policies, guidelines and requirements
  • Experience in international development and experience working with USAID or on USAID projects
  • Willingness to travel internationally
